WireGuard private networking with per-region exit nodes.

Create a network

1. Console → VPN → Create network, choose an exit-node region.
2. Add peers to generate a WireGuard config (illustrative in mock mode).

Export control: exit nodes in restricted regions require eligibility screening; the adapter returns an ExportRestricted error otherwise.

The live adapter would drive a WireGuard control plane. This build never implements real tunneling or keying.
